Job: Planning Manager/Director of Planning
£100,000 – £120,000
Our client is a medium sized developer who cover the Suffolk, Cambridge and Essex area. They predominantly build houses and their apartment blocks are usually no more than 4 stories high (no RC Frame). Developments are typically traditional brick & block build. The need now exists for a Planning Manager/Director of Planning to join the team out of their office in Colchester, Essex.
Responsible to Development Director.
Scope of work • Delivering profitable development opportunities to meet targets and programmes as directed by the Company • Progressing and managing the planning processes either directly or via consultants to ensure the best opportunity is provided to achieve planning permission to the satisfaction of the Company within appropriate time constraints • Managing the existing strategy land portfolio accordingly to ensure adequate development opportunities are achieved at the earliest opportunity • Provide Town Planning advice and co-ordinate with the land, technical and design departments to assist with land purchase and planning matters as appropriate • Assessing the planning risk prior to land purchase
Job requirements • Good knowledge of Local Authority policies and requirements • MRTPI preferred although not essential. • Good knowledge of the Planning and Local Development Framework (LDF) process • The ability to get on with people together with communication skills for dealing with multi-disciplined teams • The ability to recognise problems and deal with them in a speedy and efficient manner • To be self-motivated and well organised • To have the desire to improve their ability and recognise problems • Good knowledge of Microsoft Windows, Office, Excel and Word
Job responsibilities • Investigate and establish the development potential and risks of each opportunity • Progress and manage each project through the planning system to secure either an allocation or satisfactory planning permission as appropriate either directly in-house or managing an external consultant team • Co-ordinate and manage external consultants as appropriate in connection with the investigation and promotion of strategic opportunities liaising with and ensuring that all other relevant in-house departments are kept informed • Consider production of pre-committee packs for promotion and lobbying • For applications dealt with in-house to produce Design & Access Statement (with input from Head of Design)
- Consider all planning issues in connection with the promotion of the land e.g. archaeological, ecological, highways, services, TIA’s, EIA’s etc • Investigate and consider all planning matters and quantify any risks • Where appropriate instruct and liaise with solicitors to achieve satisfactory planning documentation e.g.S106’s etc • Co-ordinate and manage any public exhibitions/presentations in connection with the promotion of strategic land and planning applications • Attend meetings with Parish Councils and other bodies as appropriate. • Assess and respond to Committee agendas / reports and represent the Company at planning committees • Liaise with in-house or external architects regarding feasibility schemes for strategic opportunities • When instructing external consultants to obtain competitive quotes and instruct on the basis of workloads and programmes to be met • Attend site meetings as and when required • General liaison and co-ordination between other parties, both internal and external • During the planning process ensure that land purchase and legal obligations are provided for • Maintain good working relationships with external bodies and contacts • Maintain an up to date knowledge of all relevant planning matters and provide town-planning advice • Prepare Development Briefs and Design Statements as appropriate • Maintain a LDF etc database, monitoring LDF policies and updating of information as necessary • Produce, co-ordinate and attend where appropriate LDF inquiries etc. • Co-ordinate any planning appeals made by the Company and ensure they are run effectively and efficiently • Ensure that the Development Director is advised of all matters at all times
